RUGBY CANADA ANNOUNCES 2016 LAW IMPLEMENTATION GUIDELINES

With a new season coming upon us, Rugby Canada is issuing a notice to all Provincial Union Staff, Administrators, Club Executives, Coaches, Players, Match Officials, and Parents of a few Law Amendments, Clarifications, and Implementation Guidelines which will be taking effect May 1, 2016. Link to the relevant Laws are also posted. Please note that Rugby Canada WILL NOT be implementing any of the World Rugby 2016 Law Trials. Those will be implemented only in specified global competitions outside of Canada. Additionally, please find below a couple of reminders in regards to issues of player welfare and safety, in particular the emphasis on Rugby Canada’s new PlaySmart campaign.
2016 Law Amendments
Key Points: Law 3 – Numbers of Players: http://laws.worldrugby.org/?law=3
Rosters can be up to 23 players
Where this is the case, there must be 3 Front Row replacements and one must be designated for each front row position
A substituted player may return to replace an player injured from foul play
Law 8 – Advantage: http://laws.worldrugby.org/?law=8
Advantage must not be applied when front row players are lifted in a scrum and have no support on the ground
Law 9 – Method of Scoring (Sevens Variation): http://laws.worldrugby.org/?law=9
The kicker must take the conversion kick within 30 seconds of the try being awarded
Law 10 – Foul Play: http://laws.worldrugby.org/?law=10
Diving constitutes foul play and is to be sanctioned with a penalty kick
Law 19 – Touch and Lineout: http://laws.worldrugby.org/?law=19
No player may place themselves in the 5m channel from the touchline
No player may prevent the ball being thrown in from traveling 5m
Sanction for both infringements is a Free Kick
Law 20 – Scrum: http://laws.worldrugby.org/?law=20
A scrum is to be formed 30 seconds from the time the referee makes the mark
Sanction for the infringement is a Free Kick
There is no longer a turnover for a scrum which wheels through 90 degrees. If this occurs, the scrum must be reset with the same team throwing the ball in
The opposing scrum half may not step into the channel between the flanker and 8-man
Sanction for the infringement is a Penalty Kick
If a scrum becomes stationary and the ball is available at the base of the scrum, the referee may tell the scrum half to use the ball, and the ball must emerge immediately

For penalty and free kicks within 5m of a team’s goal line, the mark will be on the 5m line

2016 Law Clarifications
Key Points: Law 12 – Knock-On or Throw Forward: http://laws.worldrugby.org/?law=12
Defenders deliberately pulling or ripping the ball out of a ball-carrier’s hands will not constitute a knock-on by the ball-carrier; referees should play on in this instance as the ball travelled backwards from the defender towards their own goal line.
Law 5 – Time (http://laws.worldrugby.org/?law=5) AND Law 9 – Method of Scoring (as above)
At any point in a match, the try-scorer may tell the referee “no kick” in order to decline the conversion attempt and move straight to the ensuing kick-off
Where time is close to expiring following a try or penalty, the referee will resume with the next phase of play taking note of the time from when the player taking the kick strikes the ball
If the kick is taken at anytime before the completion of the half or full time, then the lineout, scrum, or kick-off must take place and play will resume until the ball next becomes dead
